Encrypted TV programs are still locked despite having a digital receiver from Unitymedia because the content providers have implemented encryption to protect their content from unauthorized access. This encryption ensures that only authorized subscribers who have paid for the content can access it. The digital receiver from Unitymedia can decrypt the encrypted signals, but it still requires the proper authorization from the content providers to unlock the programs. This is a common practice in the TV industry to protect the rights of content creators and ensure that they are compensated for their work. **
